1. How to Recognize a Prohibition Sign

Prohibition signs tell you what you cannot do. They are almost always:

  • Circular in shape.

  • Red-bordered with a white background (usually).

  • Valid 24/7 unless a pannello integrativo (supplementary panel) specifies otherwise (e.g., “08:00–20:00”).


2. “The Big Two”: Understanding the Difference

Many students fail the quiz here. You must distinguish between restricted access and a total ban on movement.

Sign Name Meaning
Empty White Circle w/ Red Border Divieto di Transito Closed to all traffic. No vehicles (including e-scooters) can enter from either side of the road.
Red Circle w/ Horizontal White Bar Senso Vietato One-way restriction. You cannot enter from this side, but traffic is coming towards you from the other side.

 


3. Speed & Overtaking (The 2026 “Respect” Rules)

The 2024-2026 reforms have made these signs even more protective of cyclists.

  • Divieto di Sorpasso (No Overtaking): You cannot overtake any motor vehicle with 3 or more wheels. You can overtake a moped or motorcycle only if it stays within your lane and doesn’t cross the line.

  • Limite Massimo di Velocità (Speed Limit): As of 2026, pay attention to the new “Segnali Verdi” (Green Signs). These are advisory speed limits in high-pedestrian zones. While not strictly “prohibitory,” exceeding them in the event of an accident carries severe legal consequences.


4. Micro-Mobility & E-Scooters (The “Salvini” Reform)

Since the 2025/2026 update, prohibition signs apply strictly to Monopattini Elettrici (E-scooters).

  • No Plate, No Entry: E-scooters without a license plate (targa) and insurance are prohibited from all public roads.

  • Sidewalk Ban: A prohibition sign for “all vehicles” always includes e-scooters. You cannot ride them on sidewalks; you must walk them by hand.


5. Stopping and Parking: The Daily Struggle

  • Divieto di Sosta (No Parking): You cannot leave your car, but you can stop for a few seconds to let a passenger out (as long as you stay with the vehicle).

  • Divieto di Fermata (No Stopping): The “Absolute Ban.” No parking, no dropping off passengers, no “just for a minute.” Nothing. > Pro-Tip: If the sign has a cross (X) in the middle, it’s Fermata (Total Ban). If it has only one diagonal line, it’s Sosta (No Parking).


6. Digital ZTL (Zone a Traffico Limitato)

In 2026, ZTL signs are fully digital and uniform across Italy. The sign will state “Attivo” (Active/On) or “Non Attivo” (Inactive/Off).

  • Prohibition: If “Attivo” is displayed, entering without authorization is an automatic fine via the “Varchi Attivi” cameras.
