1. What exactly is a Driving License?
In Italy, the driving license (patente di guida) is not a right; it is an administrative authorization. This means the State “permits” you to drive on public roads only after you have proven two things:

The European Format

Alternative Documents: You cannot avoid a penalty by showing a passport, an ID card, or the vehicle registration certificate (libretto). While the police can verify your status via the motor vehicle database (Anagrafe Nazionale degli Abilitati alla Guida), the fine is for the failure to carry the document, not for not having a license at all.
4. Summary of Duties
